A fugitive criminal, called “Pills” because of his hypochondria, who seizes control of a neighborhood drugstore and transforms it into his gangland headquarters until he and his henchmen are captured by Batman, Robin, and two courageous drugstore customers (“Prescription for Happiness!”)

So, essentially, Batman and Robin spent a chunk of the early 40’s fighting non-costumed schizophrenics. What a time to be alive. Think of things Frank Miller could do with this guy. The terrible things he could do with him.
